Prof.Kurnia Toha S.H., LL.M., Ph.D

Kurnia Toha is a distinguished legal professional with over 30 years of experience.
A graduate of the Faculty of Law, Universitas Indonesia (1987),he earned his Master
of Laws and Doctorate from the University of Washington, USA. He has also
completed advanced legal programs at the University of Wisconsin and Harvard Law
School.
Kurnia’s government career includes leading reforms as Head of the Legal and Public
Relations Center at the Ministry of ATR/BPN RI, where he contributed to drafting Law No.
2 of 2012 on Land Procurement for Public Interest. He served as Chairman of KPPU RI
from 2018 to 2020 and continues as its Commissioner, focusing on advancing fair
competition practices.
As a legal consultant, Kurnia has advised leading domestic and international companies
on complex issues such as mergers, monopolies, tender collusion, predatory pricing, and
land disputes. His expertise spans industries including oil and gas, telecommunications,
and forestry.
An active thought leader, Kurnia regularly speaks at global forums, seminars, and

Mahatma Gandhi

Gandhi is a business professional and consultant with experience across multiple
industries. Over the years, he has built strong relationships across the business
community and is often valued for his ability to connect people, opportunities, and the
right decision makers. His work is grounded in real business conditions, with a focus on
helping organizations make decisions that are clear, feasible and workable.
In 2023, he co-founded Toha Gandhi & Partners, and contributes by bringing a
commercial perspective into the firm’s legal services. He helps clients look beyond formal
compliance and understand how legal choices affect operations, costs, timelines, and
long-term business outcomes.
By combining business thinking with legal strategy, Gandhi supports clients in setting
priorities early, spotting practical risks, and preparing solid positions before entering
negotiations. He also helps align internal stakeholders so decisions can be made faster
and implemented with fewer gaps. As a result, clients tend to receive advice that is easier
to apply, agreements that are more balanced and protective, and processes that run
more smoothly from negotiation to execution.

Prof. Dr. Agus Surono
S.H., M.H

Agus Surono is a seasoned legal expert with over 25 years of experience in criminal
law, anti-corruption, and regulatory matters. Holding a Doctorate in Law from
Padjadjaran University, he has held key academic positions including Dean, Vice
Rector, and currently serves as Chair of the Doctor of Law Program at Pancasila
University.
As a practitioner, he has provided expert testimony in numerous high-profile cases
across Indonesia, including those involving corruption, money laundering, forestry, and
terrorism. He has also served as legal advisor to state institutions, including the
Indonesian State Secretariat, and sits on the Honorary Council of the Audit Board (BPK).
Agus Surono is widely published in national and international legal journals, and
frequently speaks at seminars on legal reform and justice. At the firm, he leads strategic
advisory and complex litigation, offering clients trusted counsel backed by deep legal
scholarship and practical insight.
His extensive academic and courtroom experience makes him a key resource for clients
requiring expert legal opinions, judicial review strategies, or guidance in navigating

Dr. Mohammad Novrizal

S.H., LL.M.

Dr. Mohammad Novrizal, S.H., LL.M. is a legal scholar and practitioner whose work combines academic rigor with practical engagement in legal and governance matters. He is also a Lecturer at the Faculty of Law, Universitas Indonesia, and has maintained an active role in professional assignments that connect legal theory with institutional needs.

In practice, he is experienced in supporting public institutions through applied legal work, including participation as part of consultant and drafter teams for academic papers and bills, and involvement in regulatory and policy initiatives. He has also acted as a legal consultant in the drafting of regional legal instruments, reflecting his ability to translate legal principles into implementable frameworks.

He is frequently entrusted to provide expert input and legal opinions in public-law matters, including engagements connected to court proceedings and institutional governance issues. Complementing this, he has undertaken professional trainings in legal consultancy and mediation, strengthening his capacity to support both advisory and dispute-related mandates.

Dr. Ir. Bastary Pandji Indra
MSP

Dr. Bastary Pandji Indra is a senior Indonesian public policy and infrastructure specialist with more than 30 years of experience in infrastructure development and public-private partnerships (PPP). He earned his Doctorate in Planning and Development Studies from the University of Southern California, alongside a Master’s degree in Planning from Institut Teknologi Bandung and a Bachelor of Engineering in Architecture from Trisakti University. He is widely recognized for his expertise in infrastructure policy, strategic planning, and cross-sectoral coordination.

Dr. Bastary previously held several senior positions within the Government of Indonesia, including at the Coordinating Ministry for Economic Affairs and the National Development Planning Agency (Bappenas). He has extensive experience leading and advising strategic infrastructure and PPP initiatives, while also representing the Government of Indonesia in various international engagements involving the World Bank, ADB, JICA, and UNECE.

His extensive background in infrastructure policy, government projects, and regulatory frameworks provides valuable support for legal advisory work related to infrastructure, investment, and public sector cooperation. Combining policy, technical, and international experience, Dr. Bastary offers strategic insight for clients navigating complex infrastructure and investment matters in Indonesia.

Ali Wahyu Dewantara
S.H

Dewa earned his Bachelor of Laws degree from the Faculty of Law, Padjadjaran
University. Despite his relatively young age, he has built an extensive professional
track record in the fields of corporate law and legal compliance. His experience
includes handling complex legal matters, notably serving as legal counsel for debtors
in several bankruptcy and court-supervised debt restructuring proceedings involving
private companies.
He has also advised several state-owned enterprises (SOEs) in strategic sectors,
including assisting a mining SOE in developing a competition law compliance program,
and supporting a telecommunications SOE in renegotiating cooperation agreements with
government agencies.
In the private sector, he has acted as legal counsel to an advertising services company,
represented leading fintech companies in Indonesia Competition Commission (KPPU)
proceedings concerning alleged price-fixing, and advised a foreign corporation in
litigation before Indonesian courts.
Dewa obtained his license from the Indonesian Bar Association (PERADI) in 2025. His
dedication, attention to detail, and growing expertise in corporate and litigation matters
make him a promising legal professional and a strong team player

Hatifa Manan S.H.

Hatifa is a lawyer recognized for integrity, strong work discipline, and practical legal problem-solving. She has handled a broad range of civil and criminal matters, including matrimonial and inheritance disputes, corruption-related cases, and corporate misconduct/embezzlement matters, supporting clients with careful case assessment, strategic advice, and clear legal drafting.

Since 2024, she has served as a Lawyer at Toha Gandhi & Partners Law Firm, Jakarta. She brings substantial prior experience in litigation and advisory work, developed through years of practice in private legal services and earlier professional roles that strengthened her case-handling discipline and commercial awareness..

Hatifa is currently pursuing a Master’s degree in Economic Law at Universitas Indonesia (since July 2023) and holds a bachelor degree from Universitas Indonesia, complemented by a Diploma in Dutch Studies.

She has completed professional legal training including PKPA and PERADI, as well as certifications in Mining Law (2023), Corporate Law on PKPU & Bankruptcy (2022), and Inheritance Law (2006). Active in professional and community organizations, she serves as Secretary at APKHBI, Head of Economics at Ikatan Adhyaksa Dharma Kartini, and Treasurer at PBH AAI. She is fluent in Indonesian and professionally proficient in English and Dutch (B2).

Ireina Rahayanti Nurmal
S.H., B.A., M.H., Msc., CPCD.

Ireina is a legal practitioner with extensive experience in civil law, corporate law, and business legal advisory. She has successfully represented and assisted clients in various complex legal matters, including civil disputes, land disputes, labor disputes, and banking law cases. Throughout her professional career, she has been actively involved in providing strategic legal solutions, contract drafting and negotiation, as well as legal risk analysis for both individuals and corporate clients.

One of her notable professional experiences includes representing clients in constitutional proceedings before the Constitutional Court concerning the Mineral and Coal Mining Law, demonstrating her capability in handling high-level and strategic legal matters. In addition to her litigation practice, she also plays a significant role in corporate legal advisory, assisting businesses in navigating regulatory frameworks and developing legally sound business strategies.

Dimas Benovito

Junior Lawyer
Dimas is a junior lawyer whose practice focuses on corporate and commercial support work. Since 2025, he has been with Toha Gandhi & Partners, assisting on day-to-day advisory matters through contract review, legal research, and drafting support, with an emphasis on clear and practical outputs for clients.

He also supports transactional and compliance-related engagements by assisting with legal due diligence, reviewing corporate documents and licenses, and helping prepare legal opinions and client materials under supervision. Earlier in his career, he gained foundational exposure to dispute support and regulatory-facing work, including preparation of case documentation, assisting with investigations, and handling assignments related to intellectual property and business competition matters.

Dimas obtained his Bachelor of Laws (Civil Law) from Universitas Indonesia and completed the professional advocate training program (PKPA) at the Faculty of Law, Universitas Indonesia. He is recognized for strong legal research and drafting skills and is building his practice across corporate, regulatory, and commercial matters
